Independent Living (NCIL):
The National Council on Independent Living is a
membership organization that advances the independent living philosophy
and advocates for the human rights of, and services for, people with
disabilities to further their full integration and participation in

Statewide Independent Living
Councils (SILC)
The SILC of Washington was created to develop,
improve, and coordinate independent living services for people with
disabilities, primarily through Centers for Independent Living
(CILs). Independent Living refers to the ability of
individuals with disabilities to live with dignity and choice, with
opportunities and access that equal those for individuals without
disabilities.

Assistance Program (CAP):
Provides information and advocacy for persons
seeking services from the Department of Services for the Blind and the
Division of Vocational Rehabilitation. Approximately 25 percent of
their cases involve assistive technology issues.

Assistance Program (CAP) General Information:
The Client Assistance Program (CAP) is an advocacy
program established by Section 112 of the Rehabi
litation Act of 1973, as amended (Act). Each State and Territory of the
United States has a CAP to help individuals with disabilities get the
services they need from programs funded under the Act.

Washington Agency on Aging:
The Southwest Washington Agency on Aging is part of
the national network of Area Agencies on Aging, a non-profit service
agency dedicated to helping individuals access needed community
services in Clark, Cowlitz, Wahkiakum, Klickitat and Skamania counties.
Access to services is through Senior Information & Assistance
offices in Vancouver, Kelso, Goldendale, Stevenson, and White Salmon.

Brain Injury
Association of Washington:
The Brain Injury Association of Washington is
determined that no one who has survived a brain injury or been affected
by another person’s injury should have to face their condition alone.
Our mission, which begins with prevention, is to provide support to
survivors of brain injury and their families, education to those who
are being effected by brain injury, including the general public, and
advocacy, to give the many suffering from this silent epidemic a public

Health Ombudsman:
An Ombudsman is one who speaks on behalf of
another. Trained ombudsman staff obtain facts related to the
presenting complaint and grievance, and advocate with consumers to find
resolutions. Eligible consumers may reside in their own
residence, residential group facilities, or hospital to request
services. The Mental Health Ombudsman program provides information
about consumer rights and resources to people receiving state and
federally funded mental health care, their family and
friends.
